The European Charter of Sport of May 1992, adopted at the Conference of Ministers of Sport of the Council of Europe, says in article 2 that “sport means any kind of physical activity which, through an organized participation or not, has as its purpose the expression and improvement of the physical and mental condition, the development of social relations or the obtaining of sporting results in competitions of all levels». Access to sport is a right recognized in article 31 of the Convention on the Rights of the Child: “31.1. The child’s right to rest and leisure, to play and to recreational activities specific to his age and to participate freely in cultural life and the arts is recognized. Sport is a magnificent vehicle for personal development and the transmission of values: it helps social cohesion and the fight against exclusion; teaches the meaning of personal effort and the spirit of overcoming to meet challenges; it teaches how to win and how to accept defeats, accept companionship or cede prominence in favor of the group. In addition, it is the third educational context in which children and adolescents spend more time after family and school and, therefore, it is an ideal context for working to guarantee the rights of children and adolescents.
